Are Rhone valley and Cotes du Rhone the same ?

Cotes du Rhone is only a part of the Rhone Valley.

Cotes du Rhone is a wine appellation (wine name) in the Rhone valley. It is actually the biggest one with a total production of 250 million bottles of wine.

Cotes du Rhone spreads in the Southern region of the Rhone valley. Wine in Cotes du Rhone is usually red and fruity.

Other appellations in the Rhone are Hermitage, Chateuneuf du pape, Cote Rotie, Cotes du Ventoux among others.

There is also a "Cotes du Rhone Villages" appellation which is different from Cotes du Rhone. The Villages wines are supposedly better.
